A. Photo exhibition on AIPA/AIPO anniversary
Ha Noi (VNA) – A photo
exhibition, entitled “30th Anniversary of ASEAN Inter-Parliamentary
Assembly/ASEAN Inter-Parliamentary Organisation (AIPA/AIPO)”, was opened in
Ha Noi on November 8 by the National Assembly (NA) Committee for External
Relations and the Viet Nam News Agency.
With nearly 100 photos
reflecting AIPA/AIPO activities since the 16th AIPO General Assembly in Singapore,
the exhibition focused on Viet Nam National Assembly’s participation in the
organisation.
The 16th AIPO General Assembly, convened in Singapore,
admitted the Viet Nam National Assembly as its 6th member on September 19,
1995.
The Viet Nam National
Assembly successfully organised the 23rd AIPO General Assembly in Ha Noi in
September 2002.
B. NA Chairman highlights AIPA’s role in
Southeast Asia 11/11/2007
Ha Noi (VNA) –
“After a 30-year development, the ASEAN Inter-Parliamentary Assembly (AIPA)
has not only matured, but has actively contributed to building Southeast
Asia as a region of peace, stability, cooperation and development,”
National Assembly Chairman Nguyen Phu Trong said.
Celebrating the 30th
Anniversary of the Association of Southeast Asian Nations
Inter-Parliamentary Assembly (AIPA), Chairman Trong has written an article
praising the increasing role of AIPA in maintaining peace, stability and
promoting unity and cooperation for Southeast Asia’s
prosperous development.
The article also looks at the
Viet Nam National Assembly’s contribution to AIPA over the past 12 years.
“AIPA is really an important
forum for members of parliament to exchange their views and political
opinions on regional and international matters of common concern, thus
strengthening mutual understanding and trust among the legislative bodies
and people of ASEAN countries as well as between ASEAN and the
international community,” Trong said.
“AIPA’s proposals on many
fields have actively impacted on policy making and supervising law
enforcement in ASEAN member countries and strongly supported efforts for
using and strengthening mechanisms to maintain political stability in the
region.
“In the reality, AIPA has
done much for peace, security and cooperation in the region and the world,
resolving global issues such as preventing conflicts, terrorism and
violence and striving for international relations on the basis of
fundamental principles of international law and the UN Charter.”
Chairman Trong also wrote
about the orientation of AIPA’s activities.
“Existing and developing over
the past 30 years, AIPA has always been a focus of solidarity and
friendship of parliamentarians – representatives of people of ASEAN
countries,” Trong said.
“Leaders of the legislative bodies
of these countries have opportunities to share their common idea for
prosperity of each nation and development of the whole region.
“Currently, facing new
requirements in the trend of regional and international integration, at a
time when ASEAN member countries are striving for the target of an ASEAN
Community, AIPA needs to affirm its role and voice as the representative
organisation for the will and aspirations of people in ASEAN countries,
looking toward an ASEAN Community – a community of the people, for the
people, mutual assistance and sharing.
“Constantly strengthening and
promoting unity, friendship and cooperation should be a spiritual line
linking peoples in a united ASEAN community. This is also a basic lesson
which has helped AIPA gain success over the past 30 years and for the
future.
The Vietnamese National
Assembly’s contribution to AIPA was also a focus of the article.
“Becoming a member of AIPA in
September 1995, Viet Nam’s National Assembly has made important
contributions to consolidating unity and unification within AIPA, promoting
cooperation within the bloc, expanding multifaceted cooperation with
parliaments of other countries in and outside the region, thus helping
improve Viet Nam’s position and enabling the Vietnamese economy to
intensively integrate in the regional and global economy,” Chairman Trong
said.
“The Viet Nam National
Assembly has dynamically participated in the organisation’s activities,
actively implementing AIPA action plans and resolutions, while offering
many valuable proposals in order to help governments of ASEAN countries
resolve prioritised matters in the region.
“From the AIPA forum, a
mutual understanding and trust, solidarity, friendship and consensus
between the Vietnamese National Assembly and parliaments of other member
countries has been continually increasing, which is also a basis for
cooperative ties of mutual benefit between Viet Namand other countries
inside and outside the region.
“Thanks to this forum,
foreign friends better understand and pay more attention to Viet Nam. As a result, the friendship and cooperation between Viet Nam and these countries is
constantly promoted, bilaterally and multilaterally.
“The Vietnamese National
Assembly’s membership in AIPA is clearly an important step forward in
implementing the country’s open-door foreign policy of diversification and
multilateralisation in the interest of the country as well as common
interest of the regional and world community.”
C. AIPA
anniversary celebrated in Viet Nam14/11/2007
Ha Noi (VNA) –
The ASEAN Inter-Parliamentary Assembly (AIPA) has played a crucial role in
cementing and fortifying all-round cooperation of parliaments in Southeast Asia and accelerating the development of
the ASEAN community, the Vietnamese top legislator said.
“AIPA has been growing
alongside ASEAN in many spheres,” National Assembly Chairman Nguyen Phu
Trong emphasised at a ceremony to celebrate the 30th founding anniversary
of AIPA, in Ha Noi on November 14.
Present at the event were
State President Nguyen Minh Triet, Permanent Deputy Prime Minister Nguyen
Sinh Hung, many other senior officials and all NA deputies, who are
attending the on-going 2nd session of the 12th National Assembly in Ha Noi.
Through activities held in the
AIPA framework, ASEAN legislators have established direct relationships
with their peers from partner countries which enable them to share
information and experiences and discuss bilateral, regional and
international issues of mutual concern in open and constructive dialogues
in order to deepen their mutual understanding and trust, NA Chairman Trong
noted.
He went on to say that in the
face of opportunities and challenges of the time, AIPA needs to renew its
operating method to make its inner cooperation more practical and
effective.
The renewing process requires
AIPA member parliaments to take a more active part and uphold the principle
of consensus, the Vietnamese top legislator underlined.
Trong stated that the
Vietnamese NA has been enthusiastically taking part in all AIPA activities
since it became an official member of the organisation in September, 1995.
In addition to this, the
Vietnamese legislative body has also involved itself in the efforts to
cement the organisation’s solidarity and unity and expand the cooperation
among AIPA member parliaments and with parliaments in other countries.
The Vietnamese NA has made
valuable initiatives that have assisted ASEAN member countries in dealing
with prioritised issues in the region, NA Chairman Trong said.
Speaking at the celebration,
Lim Thuan Kuan, Ambassador of Singapore, which currently chairs the AIPA,
highlighted the crucial role of AIPA and legislators in efforts to build an
ASEAN Community.
To build up a strong
ASEAN community, legislators should assist their governments in executing
regional and international accords adopted by ASEAN, the ambassador said.
The ASEAN Inter-Parliamentary
Assembly (AIPA) is the new name of the ASEAN Inter-Parliamentary
Organisation (AIPO), which was established in 1977 under the initiative of
the top legislators of Indonesia, Malaysia, the Philippines, Singapore and Thailand in response to the need to increase cooperation among parliaments of ASEAN
member countries.
Over three decades of
development, AIPA now has eight official members, which are Indonesia, Malaysia,
the Philippines, Singapore, Thailand, Viet Nam, Laos and Cambodia.
