MESSAGE FROM

THE PRESIDENT OF AIPA

 

 

I welcome the publication of this first quarterly issue of the AIPA News Bulletin for 2007/2008. This bulletin provides information on the activities of Member Parliaments and is an important component of AIPA’s continuing effort to promote cohesiveness and information sharing among its Member Parliaments.

First and foremost allow me to congratulate the Parliament of Malaysia for the successful hosting of the 28th AIPA General Assembly held in Kuala Lumpur, Malaysia in August 2007. The General Assembly in Kuala Lumpur coincided with the 30th Anniversary Celebration of the ASEAN Inter-Parliamentary Organization or AIPO and its transformation into the ASEAN Inter-Parliamentary Assembly (AIPA).

The 28th AIPA General Assembly unanimously adopted several resolutions on Political, Economic, Social, Organizational and Women Parliamentarians of AIPA (WAIPA) matters. The Resolutions which attracted attention were on the establishment of an AIPA Caucus and the establishment of an AIPA Expert Working Group on Legal Cooperation to Combat Trafficking in Persons. The AIPA Caucus is a mechanism for regular interaction among AIPA Member Countries in order for them to utilize existing linkages, promote information sharing and exchanges with the view to developing common legislative initiatives.

            I wish to take this opportunity to reiterate what I had stated at the 28th AIPA General Assembly that AIPA Parliamentarians have an important role to play in forging closer ties between ASEAN and its peoples, as ASEAN moves towards becoming a more people-centered regional entity – the ASEAN Community. The grouping involved in the creation of the ASEAN Community is made up of those from diverse political, governing and legal systems. Hence it is necessary that the inspirations and concerns of the peoples of ASEAN, including the process to establish an ASEAN Parliament, be dealt with using realistic, workable and acceptable solutions agreed upon by all AIPA members.

AIPA Parliamentarians will gather again in Singapore in August 2008 for the 29th AIPA General Assembly. As the President of AIPA for 2007/2008 and as the host, I earnestly look forward to welcoming the delegates from Member Parliaments, Special Observers and Observers to Singapore
